Initialise INA219 Sensor

Description

Initialises the INA219 current and power monitoring sensor via I2C. The sensor checks I2C address 0x40 first and falls back to 0x41 if necessary. It also calibrates the sensor for an expected maximum current of 400 mA with a 0.1 Ω shunt resistor, as specified in the supplied configuration.
